[release-0.17] Patch CAPI to include rate limit arguments #2465

Description of changes:
This change was released into CAPI 1.5.1. Backporting change to our version of CAPI. This patch should be removed when updating to 1.5.1.

Change exposes arguments to increase qps and burst. They set the defaults that were before this change.
